Follow the steps Below. But firstly Sign up to yandex Webmaster tool HERE, after successfully creating an account Click Here to go to the page were you will add you site.

- Step 1
Insert your blog url, ensure it begins with http:// and then below the box click on add.

- Step 2
You will see this, to claim or confirm your website and in this stage you will be given different option just select meta tag option.

- Step 3
You will be given an HTML code just copy it and place it on your blogger HTML header.

- Step 4
After pasting the code go to yandex page and check the box.

- Step 5
Above the yandex page click on indexing options then tap on sitemap file and then insert your sitemap url and then click save.
